A client-side React background that renders a drifting grid of neon donut rings as layered SVG patterns, gradients, masks, and a glow filter. It ships as a shadcn registry TSX file, has no package dependencies beyond React, and expects the shadcn-style cn utility through the @/lib/utils alias.

Verdict
A flexible decorative backdrop with clean SVG construction and useful visual controls. It builds and mounts in the prepared harness, but the bare project fails, so it needs a shadcn-style setup or a small import adaptation before use.
Use it if
- You need a decorative hero or section backdrop with adjustable ring spacing, colors, and fade direction.
- Your layout already provides a positioned container for an absolute, noninteractive background layer.
- Your React app already follows shadcn import conventions or can supply an equivalent class-name helper.
Skip it if
- You need a static background with no perpetual drift or pulsing glow.
- You want a standalone component that can be copied into a plain React project without adapting imports.
- Your design system avoids inline SVG filters, masks, or component-scoped animation styles.

In a non-shadcn project, add a cn class-name utility and either configure the @ alias to resolve the local lib directory or replace that import with a relative path. Ensure the parent container establishes positioning and clips the absolute background as intended.
